Jeff Baum

Jeff has been the Managing Director
of PROXI Management Decisions,
since April, 2002. Previously,
he was a management consultant
with PRTM’s Tokyo, Japan and
Mountain View, California
offices. Earlier in his career,
he spent 11 years developing new
products with Motorola
Semiconductor in both Phoenix,
Arizona and Tokyo, Japan. Jeff has more than 20 years of
technology management experience
within the semiconductor,
imaging & printing,
telecommunications, medical
devices, and enterprise software
industries. He has lived
project business-case
forecasting, new product
development, and portfolio
decision making at global
companies such as Motorola,
Hewlett-Packard, TRW, Agilent
Technologies, Freescale
Semiconductor, ACCO Brands,
Alcatel-Lucent, and Fujitsu.
Jeff earned his MBA at the
University of California
Berkeley - Haas School of
Business, his MS Electrical
Engineering at the University of
Arizona, and his BS Electrical
Engineering at the University of
Illinois Urbana-Champaign. Jeff is the inventor of four
U.S. patents and is proficient in Japanese.

Jerry Millendorf, CFA

Jerry has 14 years of experience
developing quantitative models
for analyzing investment
strategies and optimizing
portfolios within the financial
services industry. His deep
expertise in portfolio theory
and quantitative methods,
combined with his financial
modeling and algorithm
development skills, are
versatile assets for the design,
verification, usability testing,
on-site implementation, and
training aspects of developing
and deploying our portfolio
analysis & planning systems with
clients. His previous experience
includes investment analysis and
software development at Salomon
Brothers in both New York and
Tokyo, quantitative modeling and
portfolio optimization at
Barclays Global Investors in San
Francisco, and portfolio
management and investment
research at a San
Francisco-based hedge fund. He
holds an MBA from the Haas
School of Business at the
University of California,
Berkeley, a BS in Economics from
the Wharton School of the
University of Pennsylvania, and
a BS in Electrical Engineering
from the University of
Pennsylvania. Jerry is a
Chartered Financial Analyst
(CFA).

Jim Coughlin
Director,
Systems Architecture & Software
Engineering

From database design and process
modeling, to system analysis and
architecture, to user
interaction and data integration
with external systems, Jim is
the unlimited source of
innovation that inspires our
passion for developing seamless analysis and planning
solutions with our clients. He has 38 years of
information technology
experience, as a software
architect designing and
implementing business solutions.
Since our systems development
work extends beyond the
development center to the client
environment, Jim leads our
software engineering efforts
both internally, as well as at
client sites. Prior to PROXI,
Jim had engineered numerous
financial and process-based
enterprise systems for Visa
International, Wells Fargo, Bank
of America, Levi Strauss & Co.,
British Telecom and MCI
WorldCom. Earlier in his career,
he worked for computer industry
pioneers, Amdahl and Tandem
Computer. Jim has an Associate
of Arts degree in Information
Technology.

Tom
Guilfoy
Director,
Asia-Pacific Business
Development

Tom has over 25 years of
business management and
financial consulting
experience in the banking,
technology and aviation
sectors. He has deep
experience within all
organizational environments,
from startups to large
multinational corporations.
Previously, Tom founded
Sextant Advisory, LLC, where
he specialized in financial
modeling & analysis and
strategy
implementation. Prior to
Sextant Advisory, Tom spent
two years at Macquarie Bank
in Sydney, Australia as a
financial management analyst
and seven years at Westpac
Banking Corporation in New
York City. At Westpac, he
focused on the privatization
of energy & gas, airport,
and forestry assets
throughout Australia and New
Zealand. Earlier in
his career, Tom was an
air-traffic controller
aboard a US Navy aircraft
carrier, owned and operated an
FAA-certified pilot training
academy, and served as
Chairman of the Scottsdale,
Arizona Airport Advisory
Commission. Additionally, he has held a
number of public sector
positions on various bond
and budget committees
throughout Arizona. Tom
holds a Masters degree in
International Business from
St. Mary’s College of
California and a Bachelors
degree in Finance from the
University of Washington –
Seattle.

Neil McDougall
Managing Director,

Neil is the founder and Managing Director of CalShea Management, based in Dubai, United Arab Emirates. Previously,
he served as a senior manager for The Palladium Consulting Group’s Asia-Pacific and Europe, Middle East, and Africa practices. With over 16 years of strategy management expertise and line-management experience,
Neil specializes in implementing
dynamic strategy management
methodologies and complementary
technologies for clients in a variety of industries. He has deep experience with telecommunications and wireless enterprises, such as Nortel Networks, Rogers AT&T, and Kyocera Wireless, as well as public sector organizations, including the Botswana National Government and the Saudi Ministry of Commerce. Prior to Palladium, Neil was a consultant with the global
technology consultancy, PRTM. At PRTM,
he focused on product development and customer care
operations for clients in the telecom & networking equipment industry. Neil earned his MBA at Ivey Business School, in London, Canada and his BS in Electrical Engineering at Queen’s University, in Kingston, Canada.
He received his license from the Professional Engineers of Ontario, and he is APICS-certified in production and inventory management.
